Yes, you do have to link up to do the Challenge (where you wear a skirt/dress for seven days, take pictures, and post them on your blog). It is pretty easy too....
Eden is hosting the FF Challenge this month. So to participate you do a post about your outfit for the day, go to Eden's blog (heirsofpromise.blogspot.com), and copy and paste the link to the link up thingy.
I hope I explained it okay and didn't ramble too much... Please let me know if you have any more questions about it. :)
In answer to your question, I'm not sure if that would count or not. Since it is a challenge to wear a skirt/dress for 7 days, maybe not. If you wore leggings with the dress, it probably would.
